Islamabad; Speaker National Assembly Raja Pervez Ashraf has said that there is always space for dialogue and political reconciliation. He said that political Consensus is key to overcome the challenges being faced the country at present. He suggested that the members of Pakistan Tehreek-e-Insaaf should return to the House and play their constitutional role. He ensured them that as the Speaker he would ensure that they could play their role effectively.
The Speaker said that The resignations of PTI members could only be accepted under the procedure laid down in the constitution and the Rules of Business of the National Assembly. He expressed these views during his meeting with PTI Delegation led by Former Speaker National Assembly Mr. Asad Qaiser today in Parliament House. Deputy Speaker National Assembly Zahid Akram Durrani was also present in the meeting.The meeting was held in amicable atmosphere.
Speaker National Assembly Raja Ashraf, while inviting the PTI members of the National Assembly to return to the House , said that doors are never closed in politics, friendly relations among diverse political parties should be maintained. He said that Parliament is the only forum where Politicians can sit together and resolve people’s problems. Emphasizing the need for the continuation of the democratic system, he said that the position he was holding today would be occupied by someone else tomorrow and this is real beauty of democracy. He also emphasized that they all must work together to overcome the challenges being faced by common people .
The Speaker said that the politics of reconciliation is key to bring country out of Socio-economic challanges.
While deliberating upon matter of PTI members’ resignation ,the speaker said that there is a clear procedure in the constitution, law and rules of the National Assembly. Referring to the case of Islamabad High Court PLD 2014, he said that the office of Speaker of National Assembly is not just a post office . He also referred to Article 64 of the Constitution and Rule 43 of the Rules of Business of the National Assembly. He said that Article 64 of the Constitution and Rule 43 of the Rules of Business of the National Assembly, 2007 lay down the clear procedure for confirming the resignations.
He said that according to the constitution and the rules of Business of National Assembly, the resignation of the member of the National Assembly should be handwritten and he should appear before the Speaker individually to satisfy the Speaker that the members resigns without any pressure. He said that a Member of the Assembly is a representative of 6 to 7 lakh people and unless the Speaker is satisfied that a member has submitted his resignation voluntarily without any pressure, it is not rationale for the Speaker to accept the resignation. He said that some of the PTI members whose resignations were received by the Secretariat have applied for their leave from the House and some members attended the House . He said that an MNA from Karachi whose resignation was accepted went to the Islamabad High Court and gave an affidavit in the court that he did not resign. He said that there was a detailed discussion on the petition filed regarding the resignations and the High Court approved National Assembly stance.
The head of Pakistan Tehreek-e-Insaf’s representative delegation, former Speaker National Assembly Asad Qaiser thanked the Speaker National Assembly for meeting and said that Pakistan Tehreek-e-Insaf demands immediate elections in the country. He asked the Speaker to approve the resignations submitted by the members of the Pakistan Tehreek-e-Insaf Assembly.
On this occasion, Fatiha was also recited for departed souls of Grand mother of Deputy Speaker Zahid Akram Durrani.
Beside former Speaker National Assembly Asad Qaiser, former Deputy Speaker Qasim Khan Suri, former Chief Whip Malik Amir Dogar, Attaullah Khan, Amjad Khan Niazi, Niaz Ahmad Jakhar, Dr. Shabir Hussain Qureshi, Faheem Khan, Lal Chan Malahi and Tahir Iqbal were also present in the meeting.
