Islamabad: A high-level delegation of World Liberty Financial USA, led by its Chief Executive Officer Zachary Witkoff, called on Prime Minister Muhammad Shehbaz Sharif in Islamabad on Tuesday to discuss cooperation in digital finance and payment infrastructure.
Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar, Chief of Defence Forces and Chief of the Army Staff Field Marshal Syed Asim Munir, Minister for Finance Muhammad Aurangzeb, Special Assistant to the Prime Minister Syed Tariq Fatemi, and Chairman of the Pakistan Virtual Assets Regulatory Authority Bilal Bin Saqib were also present during the meeting.
Welcoming the delegation, Prime Minister Shehbaz Sharif outlined his vision for a “Digital Pakistan,” aimed at enhancing connectivity, access, transparency, and openness for citizens. He said the rapid growth of digital payments and financial innovation was a key pillar of Pakistan’s expanding digital economy.
The Prime Minister noted with satisfaction the increasing international interest in Pakistan’s digital financial markets, stating that the country was steadily integrating into the global digital finance ecosystem.
During the meeting, Zachary Witkoff expressed strong interest in partnering with Pakistan to develop a secure and transparent digital payment infrastructure. He highlighted opportunities in cross-border settlement mechanisms and foreign exchange processes, and praised Pakistan’s policy framework for positioning the country as an emerging contender in the global digital finance landscape. He also conveyed his desire to deepen engagement with Pakistan in exploring next-generation digital payment and cross-border finance solutions.
Later, Prime Minister Shehbaz Sharif and Field Marshal Syed Asim Munir witnessed the signing of a Memorandum of Understanding (MoU) between the Government of Pakistan and SC Financial Technologies LLC, an affiliated entity of World Liberty Financial. The MoU aims to establish structured dialogue and technical collaboration on emerging digital payment architectures for cross-border transactions.
The MoU was signed by Minister for Finance Muhammad Aurangzeb on behalf of the Government of Pakistan and CEO World Liberty Financial Zachary Witkoff representing his organization.
