AMAN EXERCISES: BUILDING MARITIME COOPERATION IN THE INDIAN OCEAN

Throughout history, the oceans have been central to the prosperity of nations, with maritime engagement often driving economic growth. In contrast, isolation and conflict over maritime resources have historically led to stagnation and decline. The Indian Ocean, one of the world’s most strategically significant bodies of water, exemplifies this dynamic. Its vital location, rich natural resources, and major trade routes have long made it an essential region for global commerce and geopolitics. Known as the “Energy Highway” in the 21st century, the Indian Ocean continues to influence the global economy through its critical role in energy transport and trade, particularly between Asia, the Middle East, and the Western world.

The Indian Ocean’s economic importance is supplemented by its geopolitical value, with nations surrounding it competing for control over its rich resources and the maritime routes that pass through it. This has led to both cooperation and conflict, as countries navigate the complex interplay of economic interests and security concerns. Beyond trade, the region is home to a vast and diverse population having cultural and ideological connections. This shared history and interconnectedness present both opportunities and challenges, as nations must balance regional cooperation with the pursuit of their own national interests.
In response to the evolving maritime security challenges, Pakistan has consistently advocated for a cooperative approach, recognizing that regional peace and stability are essential for the continued growth and development of all nations. As a responsible and peace-loving nation, Pakistan has initiated efforts to foster collaboration among the countries of the Indian Ocean region, with a particular focus on the security of international trade routes. The most significant initiative in this regard is the biennial “AMAN” naval exercises, first launched by the Pakistan Navy in 2007. Under the theme “Together for Peace,” these multinational exercises aim to bring together naval forces from across the globe to promote cooperation and understanding in addressing maritime security challenges.

The “AMAN” exercises provide a forum for participating nations to share information, foster mutual understanding, and identify common interests. The exercises also focus on developing and practicing response tactics, techniques, and procedures to address both traditional and non-traditional threats. Furthermore, the event promotes cultural exchange among multinational participants. The exercises are structured around both harbour and sea phases, each designed to offer unique opportunities for cooperation. The harbour phase includes opening ceremony, friendly sport matches, International Band Display and Maritime Counter Terrorism demo by SSG(N)/ Pak Marines, series of conferences, and call on and cross ship visits.
During the sea phase, naval forces from different countries conduct coordinated operations at sea, working together to enhance interoperability and improve their collective ability to respond to a wide range of maritime security challenges. The exercises include anti-piracy operations, counterterrorism drills, search and rescue missions, and humanitarian assistance activities, providing a comprehensive platform for participating navies to practice and refine their response tactics. This phase is crucial for fostering practical cooperation and mutual trust, as it allows naval forces from diverse countries to operate alongside one another, learning from each other’s strengths and capabilities.

The ‘AMAN’ exercises emphasize military cooperation while also strengthening political, economic, and cultural ties among the participating nations. By bringing together countries from both within and outside the region, the exercises encourage a shared commitment to the peaceful use of the oceans. The success of these exercises, which have grown in scope and participation since their inception, reflects the growing recognition of the importance of collective action in maintaining maritime security and stability in the Indian Ocean. These AMAN exercises serve as a clear demonstration of Pakistan’s commitment to fostering peace and stability in the region, aligning with the broader goal of ensuring secure and open maritime trade routes for the benefit of all nations.

Over time, the AMAN exercise has grown into a major international naval event, with participation rising from 28 to 50 countries across eight editions since its inception in 2007. The upcoming AMAN exercise is scheduled during 7-11 Feb, 2025. Besides, a significant development within the AMAN exercise framework is the introduction of the AMAN Dialogue with its inaugural session is to be held in tandem with AMAN Exercise 2025. This initiative aims to create an open space for leadership and experts to exchange views on crucial maritime security challenges, fostering better understanding and cooperation among participating countries. Exchanging ideas and strategic insights at international maritime forums is a well-established tradition, exemplified by platforms such as the Gaule Dialogue, Western Pacific Naval Symposium, Indian Ocean Naval Symposium, Trans-Regional Seapower Symposium, and International Seapower Symposium, among others.
As the Indian Ocean continues to grow in strategic importance, the need for cooperative efforts to ensure its security and prosperity will only increase. The “AMAN” exercises represent a proactive approach to maritime security, offering a model for how nations can work together to address shared challenges and secure the collective benefits of the ocean. Pakistan’s leadership in these efforts underscores its role as a peace-oriented nation committed to maintaining stability and promoting mutual prosperity in the Indian Ocean. Through such initiatives, the region can progress toward a future where the oceans are seen not as zones of competition and conflict but as shared spaces for cooperation and sustainable development, benefiting all nations that rely on them for trade, energy, and resources.
